The NROTC Program was established to educate and train qualified young men and women for service as commissioned officers in the unrestricted line for the Navy or Marine Corps. Selected applicants for the NROTC Scholarship Program are awarded scholarships through a highly competitive national selection process, and receive full tuition, books stipend, educational fees and other financial benefits at many of the country's leading colleges and universities. Upon graduation, midshipmen are commissioned as officers in the United States Navy or Marine Corps. Student that applies for the 4 year National NROTC Scholarship can attendany college that has a NROTC Unit or a cross town school. Any student that receives a HBCU NROTC Scholarship must attend the following HBCU: (The schools must have a NROTC Unit or cross town.)

Allen University, Clark Atlanta University, Dillard University, Florida A&M University, Hampton University, Howard University, Huston-Tillotson University, Morehouse College, Norfolk State University, Prairie View A&M University, Savannah State College, Southern University, Southern A&M University, Tennessee State University Texas Southern University, Tuskegee University, Spelman College and Xavier University

70 African American Students Received a 4 year National NROTC Scholarships for 2008. Over 200 African Americans received HBCU 4 yr NROTC Scholarships. In 2009, 129 African American Students Received a 4 year National NROTC Scholarships.
